Add puppetcore9 support for the install tasks

Checks are failing due to credentials for puppetcore, I'm looking into this.

Bad username or password for rubygems-puppetcore.puppet.com.
Please double-check your credentials and correct them.

I accidently created this PR from my own account and not the puppetlabs account. That is why the secrets were missing. Closing to reopen .
