v0.16.0 release planning

Being distracted at EU PVSEC last week means we're a little overdue for this quarter's release. It will be v0.16.0. Let us plan to finalize and release it this week.

The milestone is here. Here is my view of open PRs:

Needs reviews:

• Calculate IV curve for series-connected devices  #2718
• Add support for diffuse IAM in the Array and PVSystem classes #2845: probably ready to merge now, I just want to look at it one more time.
• Accept gueymard2003 in Location.get_airmass #2857: seems ready to merge except for a minor change
• Drop python 3.10; increase required dependency versions #2860

Push to next release:

• [BUGFIX] Inconsistent naming of [cross_]axis_tilt / [cross_]axis_slope #2543: I need to stop kicking this can down the road. I might kick it again this time though.
• Add dataset option to get_era5 #2780: needs work
• Add marion_diffuse_interpolate, to be used instead of marion_diffuse for vector surface_tilt inputs #2824: looks good, but it sounds like there may be a reference forthcoming, so I suggest putting this on hold until the reference becomes available
• Add support for diffuse irradiance components and component-specific IAM to ModelChain #2847: I've not looked at it yet since it relies on PR2845. In general I think ModelChain additions should not be rushed, so I'm inclined to push this to the next release.
