Disable members intent

This uses a SIGNIFICANT amount of memory, and isn't needed.

get_or_fetch_member is already used where needed, and all the places that user Members get sent the object via the gateway event.

Any cases that I've missed where this breaks the flow, just need to call get_or_fetch_member.
