Arm backend: Add VGF runtime support for switching tensor descriptors. (#23805)

We switch eligible model-boundary tensor descriptors between the
existing owned tensor view and an imported zero-copy tensor view.

This is the last PR to build the zero-copy import resource manager. We
don't change VGFBackend::execute() yet.
