Bump Dart Sass, esbuild, typst-gather and veraPDF for v1.12 (#15275)

Bump Dart Sass to 1.107.1, esbuild to 0.28.2, typst-gather to 0.2.4 and
veraPDF to 1.30.3 for the v1.12 cycle. The Dart Sass releases in range
have no breaking @use/@forward or module-system change, and the veraPDF
default moves with the bump because packaged Quarto does not read
`configuration`.

- `configuration`: versions for the four tools
- `src/command/check/check.ts`: Dart Sass version constraint
- `src/tools/impl/verapdf.ts`: default veraPDF version for `quarto install verapdf`
- `auto-install.xml`: veraPDF pack list, since 1.30.x merges three packs into one
