Unzipping does not work on some windows environment

Hi @cderv, thanks again for the fix in 1.9.38. quarto check and rendering worked for me after your fix. However, I’m hitting what looks like the same root cause through a different code path.
On Quarto 1.9.38 (enterprise Windows, Group Policy blocks .bat execution from %TEMP%), quarto use template fails at the unzip step. It is still routed through the quarto-safe-exec*.bat wrapper:

Is this already fixed in 1.10? I can’t install a new release on my work machine myself. If you can confirm it’s fixed there, then no problem I'll ask for an upgrade.

Can you ask your IT to install new stable release ?

Otherwise, quarto is also available as an .exe file that does not require any installation and can be downloaded, and put in a folder for trying out.

Downloading Quarto actually works fine for me. The problem is running the executable, which is blocked:

I’m going to ask IT for an upgrade, but it may take a while. I’ll keep you posted.

Thanks for trying. I need to correct my earlier suggestion: upgrading to 1.10 would not have helped for this one.

The unzip step goes through the same temporary .bat wrapper since 2022, and the fix in 1.9.38 only covered dart-sass. So 1.10.19 has exactly the same code, and asking IT for this upgrade won't solve quarto use template or quarto add from GitHub.

I opened #15202 so that zip extraction on Windows launches PowerShell directly, without any .bat file. It should be part of 1.11.

Meanwhile, you can skip the unzip step entirely by giving a local folder to quarto use template. A local folder is copied as is, without extraction. I tested this with 1.9.38:

Extract it with Windows Explorer (right click > Extract All)
Use the extracted folder as the template source

quarto use template C:\Users\<USERNAME>\Downloads\paesf-quarto-extensions-main\paesf-quarto-extensions-main
