Method Forge helps people and AI agents turn underspecified problems into small, defensible method stacks. It distinguishes methodologies from frameworks, standards, techniques, representations, assurance mechanisms, artifacts, and metrics before comparing them.

# ADR 0004: Add an urban and territorial planning catalog

## Context
7
+
8
+
The repository already covered geospatial analysis, construction/BIM, participation, climate, project governance, and public policy. It did not have a canonical owner for the planning decisions that connect those fragments: territorial diagnosis, land-use strategy, urban form, mobility integration, public-space choices, implementation rules, and place-based monitoring.
9
+
10
+
## Decision
11
+
12
+
Add `38-urban-territorial-planning.md` as the canonical catalog for urban, territorial, and regional plan-making. Keep geospatial computation in `33`, construction delivery in `36`, participation methods in `24`, and climate-risk methods in `15`/`21`/`32`. The urban catalog composes those fragments around a place-based planning decision and its implementation boundary.
13
+
14
+
## Consequences
15
+
16
+
-**Positive:** planning has a discoverable home without duplicating spatial, construction, or participation methods.
17
+
-**Positive:** land rights, local authority, infrastructure capacity, displacement, and climate resilience become explicit validity boundaries.
18
+
-**Cost:** contributors must distinguish a spatial model, participation process, project, and plan.
| Human factors, ergonomics, human-systems integration, workload, medical devices, clinical evidence, usability engineering, or medical QMS |`references/35-human-factors-health-medical-devices.md`|
106
106
| Construction, infrastructure, BIM, ISO 19650, constructability, Last Planner, commissioning, or built-asset handover |`references/36-construction-infrastructure-bim.md`|
For a cross-domain problem, begin with the primary decision catalog and at most two adjacent domain catalogs. Add another only when a selected fragment is canonically owned there or a material hard gate remains uncovered. Route by decision and missing capability, not by every noun in the prompt. `references/10-composition-patterns.md` and `references/11-source-registry.md` do not count as domain catalogs. Do not load all references by default.
