Offer DeltaSignal's Perturb button on beta - #757

Conversation
Beta's nginx already routes /api/ to the DeltaSignal service on its host, and it answers there; only the site profile left the button off, from when Apache had no such route. The profile test now allows the two deployments that proxy /api: the dev server and beta. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

This turns on the pathway browser's Perturb button (DeltaSignal) on beta.
Why it was off: the button is behind a per-deployment flag (#198, #202), and only the
developmentprofile had it. The reason was that/api/was routed only by the dev server's proxy, and Apache had no such route. Why it can be on now: beta is on nginx, and
deploy/nginx/common/routes.confalready routes/api/to the DeltaSignal service on its host. Asked through beta's origin,/api/pathwaysanswers 200 with the pathway catalogue. The change
deltaSignal: truein the beta profile./api/,developmentandbeta. Removing beta's flag makes it fail (beta.deltaSignal: expected false to be true). After merging: beta shows the button only once its site is rebuilt. That rebuild ships everything merged since the last one, so it is a separate, deliberate step.
Spec: none. This is a one-line flag change to the feature that #198 and #202 merged.
