Update the hard-coded setup-uv assertion

The changes job runs .github/scripts/test_ci_changes.py, whose BReg contract test still requires the previous setup-uv SHA at line 2798. With this updated pin in the inspected breg-contracts job, that assertion is false, so every CI run reaches the test and fails before the remaining jobs can proceed; update the assertion alongside the workflow pin.
