Summary
Shared-consent startup could retain an old error in documentation preferences after a later successful read. Coalesce startup and resume reads, retry the essential read once, and clear errors on validated current-state confirmation. Preserve newer explicit choices and clean up only the failed request's frame.
Attempt each pageview at most once per document and consent generation to prevent a lost acknowledgement from counting the same visit twice after recovery. Tracking stays optional and off during failed recovery. Automated email behavior is unchanged.
