feat(tui): stream supervised worker events to Logs - #15

Rename docs/issues files with chronological 4-digit prefixes and ensure each issue has English (.md) and Japanese (.ja.md) variants.
Add IPC job_event streaming so supervised TUI can show real-time stdout/stderr/progress/patch during step execution. Includes throttling/truncation and enables STREAM output mode in supervised TUI (opt-out stdio via ROBOPPI_TUI_STREAM_STDIO=0).
Document real-time log streaming behavior in supervised TUI and add an Unreleased changelog entry. Note that stdout/stderr forwarding can be disabled via ROBOPPI_TUI_STREAM_STDIO=0.
