Update readme to make clear this version is for OCaml code

This version of reanalyze is mainly to support development of the ReScript compiler which is written in OCaml.
The ReScript version is maintained inside the ReScript monorepo.

Everything that mentions ReScript support should be removed here IMO.

Done in #210, merged as 5b40543:

• README rewritten for OCaml only — one CLI section instead of separate ReScript/native ones, OCaml syntax throughout the DCE explanation, [@dead]/[@live] attributes, .ml paths. Dropped the npm-install, "ReScript Projects (JS output)", bsconfig.json -config, and dead-code-ppx sections (that ppx no longer exists in the tree).
• EXCEPTION.md and TERMINATION.md — every example rewritten in OCaml; they were entirely ReScript syntax.
• reanalyze.opam and package.json — synopsis, description, and the rescript keyword.

Each rewritten annotation example was run against the built analyzer to confirm the syntax is actually recognized, rather than assumed.

The code half is #213 (draft): it removes the bsconfig.json scan path, the vendored ReScript JSON parsers, the Belt/Js.Json/bs-json exception models, and switches report suggestions from @raises(A) to [@raises A]. Closing this now since the ReScript mentions are gone; follow #213 for the rest.
