chore: update template for React Native 0.84 and ReScript 12

- Refactored App component structure and styles.
- Updated package dependencies including React, React Native, and ReScript.
- Enhanced README with setup instructions and requirements.
- Adjusted build scripts and CI configuration for Node.js 22.x.

- Updated changelog for version 0.84.0.
