Remove the concurrency group. A body edit soon after a push cancelled the running check, the cancel took about 5 minutes, and the new run waited for it. Run the script with plain Node instead of a full pnpm install and tsx.

The pull request title check now finishes in seconds, and a quick body edit no longer delays it by about 5 minutes. Before, an edit soon after a push cancelled the running check. That cancel took about 5 minutes on Depot, and the new run waited for it.
Not covered. Other workflows still cancel on a new push and can hit the same slow cancel. This one hit it far more often, because only it runs on body edits.
Decision. The script runs with plain Node 24 instead of a package install. Node 24 strips the types itself, so the check needs no dependencies.
