Setup CI and connect GitHub Packages

Setup a simple build CI and connect this repo to npm via GitHub packages.

Goal is to simplify release of new features and fixes with a streamlined process instead of manual CLI actions.

Hint: Linting will be handled in a separate issue.

Something like thomaseizinger's GitFlow release workflow allows a decent amount of control over releases, even bumps the package.json version to what is specified. The workflow files themselves are fairly easy to understand and would require minimal adjustments to get them working for this project.
