ROB-1291 Prometheus tenant from the namespace label (option A: UI graphs) - #2214
Option A of two for ROB-1291 (compare with option B, which adds alert graphs). Supersedes #2213.
Summary
PrometheusParams gets a namespace field: the namespace the queries are about.
generate_prometheus_config, where every Prometheus connection gets its headers, sends that namespace's PROMETHEUS_TENANT_LABEL label in PROMETHEUS_TENANT_HEADER (default X-Scope-OrgID), replacing any tenant from globalConfig or the request. It builds a new dict and never changes the configured one.
Labels come from the runner's cached namespace list (get_namespace_labels, NAMESPACE_DATA_TTL): no extra API calls, no new RBAC.
Only requests that name a namespace get a tenant: the UI graphs, which send namespace (robusta-frontend #3871). Alert enrichments, KRR, SLA, node and sink queries keep the default tenant.
No event hook and no change to the playbook event handler.
Off by default: nothing changes until PROMETHEUS_TENANT_LABEL is set.
Tests performed
pytest tests/test_prometheus_tenant.py: 7 passed. Tenant from the namespace label, replaces the configured tenant and keeps other headers, default tenant for no/unknown/unlabeled namespace, feature off reads nothing, configured headers unchanged.
pytest -k "prometheus or prom or graph or enrich": 48 passed.
With PROMETHEUS_TENANT_LABEL set, every Prometheus call of an action sends the value of that label on the action's namespace in PROMETHEUS_TENANT_HEADER (default X-Scope-OrgID). prometheus_enricher takes an optional namespace param for UI graphs. Also sets the namespace on HPA alert subjects.

Prometheus configuration now supports resolving a tenant from a namespace label and setting the configured tenant header. The change adds namespace and environment settings, header-generation logic, and tests for tenant lookup and header preservation.

Summary
Namespace and tenant settings src/robusta/core/model/base_params.py, src/robusta/core/model/env_vars.py
PrometheusParams has an optional namespace field. Environment-backed settings define the tenant label and the tenant header, which defaults to X-Scope-OrgID.
Resolve and apply tenant headers src/robusta/integrations/prometheus/utils.py, tests/test_prometheus_tenant.py
Configuration generation looks up the tenant from namespace labels and applies it to a copied additional-headers mapping when found. Tests cover missing namespaces or labels, disabled lookup, replacement of the tenant header, and preservation of other headers and the input mapping.

robusta-dev/robusta#2213: Adds Prometheus tenant settings and resolves namespace labels into a tenant header.

With tenant resolution enabled, a transient Kubernetes API error can send UI graph queries to the default tenant for up to 30 minutes. A configured header whose name differs only in case can also override the resolved tenant. Fix both before merging if multi-tenant isolation matters.

Do not cache failed namespace loads as successful empty results.
When list_namespace() raises ApiException, get_all_namespace_data() catches it and returns {}. The TTLCache stores that result for NAMESPACE_DATA_TTL, which defaults to 30 minutes. During that period, get_namespace_labels() raises KeyError for every requested namespace, and get_prometheus_tenant() converts each failure to None. Prometheus requests can therefore use the default tenant instead of the namespace tenant.
A missing namespace and a failed namespace load need separate handling. Failed loads must not be cached as successful empty mappings, and an unknown namespace should not silently trigger the same fallback.

Remove case-variant tenant headers before setting the tenant.
headers is a plain dict. The assignment on line 85 replaces only the entry whose key exactly matches PROMETHEUS_TENANT_HEADER. A case-variant key from prometheus_additional_headers, such as x-scope-orgid, is left in place. prometrix passes these headers to requests unchanged, and requests merges them into a case-insensitive mapping in dict order. If the exact-case key appears before a case-variant key, the later configured value overrides the resolved tenant. The query then goes to the wrong tenant. The filter must run only when a tenant is resolved, so configured headers still apply when no tenant is found.
