ROB-1291 Prometheus tenant from the namespace label (option B: UI + alert graphs) - #2215
Option B of two for ROB-1291: option A plus alert graphs. Supersedes #2213.
Summary
Everything in option A:
PrometheusParams gets a namespace field. When PROMETHEUS_TENANT_LABEL is set, generate_prometheus_config sends that namespace's label in PROMETHEUS_TENANT_HEADER (default X-Scope-OrgID).
The UI graphs send namespace (robusta-frontend #3871).
Plus alert graphs, through with_namespace_tenant, which sets the namespace on a copy of the params because an action reuses its params for several graphs:
create_graph_enrichment takes the namespace from its labels only when the query template fills in $namespace. This covers pod and container resource graphs and custom graphs that use $namespace. Node graphs keep the default tenant, even when a node alert's labels carry the exporter's namespace.
graph_enricher graphs the alert expression from the tenant of the alert's namespace label.
KRR, SLA, version mismatch and sink queries keep the default tenant. There's no event hook and no change to the playbook event handler. With PROMETHEUS_TENANT_LABEL unset, which is the default, generate_prometheus_config and the graph helpers behave as before.
Tests performed
pytest tests/test_prometheus_tenant.py: tenant from the namespace label; replaces the configured tenant and keeps other headers; default tenant for no, unknown or unlabeled namespace; feature off reads nothing; $namespace and ${namespace} graphs, explicit namespace wins, node graph with an exporter namespace gets no tenant; caller's params unchanged.
pytest -k "prometheus or prom or graph or enrich or alert": 68 passed. robusta_playbooks.alerts_integration imports.
End to end on a kind cluster against staging: multi-tenant Mimir (one tenant per namespace, routed by Prometheus remote_write), tenant label productline on the namespaces only, this branch's runner image with PROMETHEUS_TENANT_LABEL=productline and a default tenant in globalConfig. Mimir's query log shows the tenant of every query:
An alert about a pod in the corporate namespace: pod memory graph and alert-expression graph queried tenant corporate, the node CPU graph on the same alert queried the default tenant.
UI workload pages (robusta-frontend #3871): every workload graph queried its namespace's tenant; the same deployment name in the retail namespace queried retail.
Cluster-wide queries (health checks, node usage, metric names) stayed on the default tenant.
With PROMETHEUS_TENANT_LABEL set, every Prometheus call of an action sends the value of that label on the action's namespace in PROMETHEUS_TENANT_HEADER (default X-Scope-OrgID). prometheus_enricher takes an optional namespace param for UI graphs. Also sets the namespace on HPA alert subjects.

… label
create_graph_enrichment fills the params' namespace from the labels it puts in the query, on a copy, so alert and resource graphs query their namespace's tenant.

Walkthrough
Prometheus parameters now support an optional namespace. Graph enrichment can derive a namespace from labels when tenant-label configuration is enabled. Prometheus request configuration can use a configured namespace label to set a tenant header while preserving other supplied headers.

PrometheusParams gains an optional namespace, and environment settings define the tenant label and header. Graph enrichment uses a namespace from labels when the parameter has none and tenant-label configuration is enabled. Alert graph enrichment passes the alert namespace to the namespace helper. Tests cover namespace selection and parameter preservation.
Tenant lookup and request headers src/robusta/integrations/prometheus/utils.py, tests/test_prometheus_tenant.py
Request configuration looks up the configured namespace label and uses its value for the tenant header when available. Tests cover missing labels, replacement of a configured tenant header, and preservation of other headers.

Tenant-enabled graph requests may hang during namespace lookup, while Azure-backed requests may lose tenant routing after token refresh. These issues should be resolved before merging.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Refresh tenant mappings when namespace labels change.
get_namespace_labels uses namespace data cached for 30 minutes by default. If a namespace’s tenant label changes during that period, requests continue to use the old tenant and can return the wrong tenant’s data. Use a fresh lookup or invalidate the cache when namespace metadata changes. (raw.githubusercontent.com)

Bound the namespace lookup time.
On a cache miss, get_namespace_labels calls the Kubernetes API without a request timeout. If the API connection stalls, tenant-enabled graph requests can hang before reaching Prometheus. Add connection and read timeouts to the namespace lookup. (raw.githubusercontent.com)

Preserve the tenant header after Azure token refresh.
Prometrix 0.2.11 replaces its request headers with authorization-only headers after a 401 response and token refresh. This removes the tenant header added to baseconfig["headers"], so later graph queries can use the default tenant. Preserve the existing headers when applying refreshed authorization headers.

Keep node alert expression graphs on the default tenant.
When a node alert carries its exporter's namespace label, this call selects that namespace's tenant even if the alert expression queries node metrics without a namespace filter. The expression graph can then lose its node series. Apply namespace selection only when the alert expression is namespace-scoped, as create_graph_enrichment does for resource graphs.
