Split guide page per user persona?

Propagate serves at least two distinct functions:

1. A Requester using it to request data
2. An Owner using it to create the web app and to make subsets from received request

I wonder if the guide index page could benefit from being divided into two separate sections to reflect this and not get too messy when more guides are added:
