Description

Merge main (tracking upstream microsoft/msquic) into seera-main. 25 upstream commits since the last sync at c2271990.

Notable ones for the fork:

Submodules move with it: googletest fa005b2c0afb7f, openssl 1d6826b3d9ddf4, xdp-for-windows to v1.4.

Conflicts

Four, all resolved keeping the fork's behaviour and taking upstream's change where the two were independent.

src/core/bbr.c — upstream added a NOLINTNEXTLINE(clang-analyzer-security.ArrayBound) above QuicPathGetDatagramPayloadSize(&Connection->Paths[0]). The fork reads PathID->Path there instead, since congestion control is per path ID under multipath, and has no Connection local at all. Kept the fork's expression with upstream's suppression above it.

src/core/crypto.c — upstream added the same kind of suppression above Connection->State.HandshakeConfirmed = TRUE; the fork had added an early return when it is already set. Independent, so both are kept, guard first.

Both suppressions are needed, and the one in crypto.c had to move. The analyzer reports at the first access to the containing record, which in the fork's crypto.c is the guard, not the assignment upstream put their comment above; NOLINTBEGIN/NOLINTEND now covers both statements so it does not have to be revisited if the reported line shifts. Verified by running the CI's own toolchain — clang-tidy 21.1.8, from ghcr.io/microsoft/msquic/linux-build-xcomp:ubuntu-26.04-cross — over every source file this fork changes relative to upstream: all 26 pass, and removing either suppression reproduces the exact CI error.

.github/workflows/test.yml, .github/workflows/stress.yml — upstream bumped the Windows XDP jobs from xdp-v1.1 to xdp-v1.4 and, in the same region, added WinServerPrerelease matrix entries. Took the XDP bump; did not reintroduce WinServerPrerelease, which #14 removed from this fork because those jobs need Microsoft's self-hosted 1ES.Pool=1es-msquic-pool. The fork's windows-2025 substitutes for the two Full.Verbose schannel jobs are kept. Upstream's deletion of the openssl+XDP recvfuzz entry is taken as a plain deletion.

After the merge no xdp-v1.1 reference and no WinServerPrerelease matrix entry remains.

Build is clean, no compiler warnings.

The first push failed the six -CodeCheck jobs on a single diagnostic at crypto.c:490, fixed in the follow-up commit. Local clang-tidy is 18 and does not reproduce it at all, which is why the merge commit shipped with the suppression in the wrong place; the CI container was used for verification afterwards.

Spot-checked that the fork's own work survived the merge intact: the per-path keep alive (Path->LastSendTimeUs stamped in QuicPacketBuilderSendBatch, read by QuicConnPathKeepAliveTimerUpdate), and that microsoft#6217's active-path promotion guard sits inside the existing !MultipathNegotiated branch so it does not affect multipath connections.

Documentation

No documentation change of its own. docs/Settings.md, docs/XDP.md, docs/Release.md and docs/TEST.md move with upstream.

## Summary

This PR pins GitHub Actions to full-length commit SHAs for improved
security and reproducibility and adds a 7 day cooldown to Dependabot
configuration for GitHub Actions.

## Why?

Pinning actions to commit SHAs prevents supply-chain attacks where a tag
could be moved to point to malicious code. This is a recommended
security best practice per the [GitHub Actions security hardening
guide](https://docs.github.com/en/actions/security-for-github-actions/security-guides/security-hardening-for-github-actions#using-third-party-actions).

This change mitigates the risk of tag retargeting to malicious code as
seen in incidents like the [tj-actions/changed-files action
compromise](https://www.stepsecurity.io/blog/harden-runner-detection-tj-actions-changed-files-action-is-compromised)
or [codfish/semantic-release-action
compromise](https://www.stepsecurity.io/blog/supply-chain-compromise-codfish-semantic-release-action)
and improves the integrity and reproducibility of the CI/CD pipeline.

## What changed?

**Action pinning:** Third-party action references in
`.github/workflows/` that used mutable tag-based references (e.g.,
`actions/checkout@v4`) have been updated to full-length commit SHAs with
a version comment (e.g., `actions/checkout@<sha> # v4`) using the
[pinact](https://github.com/suzuki-shunsuke/pinact) tool. References
that were already pinned to a SHA, or that used immutable release tags,
were left unchanged.

**Dependabot configuration:** `.github/dependabot.yml` has been updated
to ensure a `github-actions` package-ecosystem section is present with a
`cooldown` configuration (`default-days: 7`). This groups Dependabot PRs
for GitHub Actions and enforces a minimum 7-day cooldown between
updates. If the file did not exist, it was created. If a
`github-actions` section already existed, only the `cooldown` block was
added or its `default-days` value was increased to 7 if it was lower.
The 7-day cooldown provides a window for the community to detect and
report compromised releases before they are automatically proposed as
updates, reducing exposure to supply-chain attacks via newly published
malicious versions.

## Is this safe to merge?

Yes. The pinned SHAs correspond to the same commits that the existing
tags pointed to. No behavioral changes are introduced. You can verify
the pinned SHA value using the GitHub REST API (e.g., the commit hash
for `actions/checkout@v7` can be found in the `sha` property in the JSON
response for `GET
https://api.github.com/repos/actions/checkout/commits/v7`).

## Description

The `Weekly Release Branch Builds` workflow
(`.github/workflows/weekly-release-builds.yml`) was failing on every run
with:

failed to run git: fatal: not a git repository (or any of the parent directories): .git

```

The `trigger` job has no `actions/checkout` step (it does not need the
repo contents), so there is no `.git` directory. When `gh workflow run
build.yml --ref "..."` runs without a repository argument, `gh` tries to
infer the target repository from local git state and fails.

This change passes the repository explicitly via `--repo "${{
github.repository }}"`, so `gh` no longer depends on a local git clone.

## Testing

Validated end-to-end without merging by dispatching this workflow
against the PR branch (`workflow_dispatch` runs the workflow from the
specified ref):

Use `_DLL` instead of `_MT` to determine whether the Windows DLL entry
points call `DisableThreadLibraryCalls`.

`_MT` is defined for both `/MT` and `/MD`, so the previous `#ifndef _MT`
condition skipped the call in both static- and dynamic-CRT builds.
`_DLL` is defined only for `/MD` and `/MDd`, allowing dynamic-CRT builds
to disable thread notifications while preserving the notifications
required by the static CRT.

Apply the correction consistently to the regular and fuzz DLL entry
points.

Handle zero length datagram in epoll and iouring. 

• After the chaining loop, when  IoBlock->RefCount == 0 , reclaim the
block instead of dropping it, CxPlatPoolFree  (epoll) / re-add to the
buffer ring (io_uring). The check is inside the per-message loop, so a
zero-length datagram batched alongside valid ones is also reclaimed.
• Extracted the io_uring buffer-ring reclaim logic into a shared
 CxPlatIoUringReturnIoBlock  helper, used by both the new path and
 RecvDataReturn  (no behavior change to the existing path).

## Description

Fixes microsoft#5998.

After a previous fix moving the initial key discard to the packet
builder (instead of discarding them only when sending a crypto frame),
it was still possible for handshake packets to be blocked by CC because:
- the CC quota freed by discarding the keys is not available by the
packet builder during the current send flush
- another send flush was never scheduled because a send flush was
already in progress when the CC quota was made available

This is fixed by scheduling a new send flush if there still are things
to send after discarding the keys.

## Testing

Covered by `Handshake/WithHandshakeArgs4.RandomLoss*`. Locally
validated:
- All 24 `Handshake/WithHandshakeArgs4.RandomLoss/*` variants pass over
100 iterations on a local device
- `spinquic both -timeout:20000 -repeat_count:1` exits cleanly.

## Description

Fixes a use-after-free in QUIC path migration where a stale/removed path
could be promoted into Paths[0] during post-processing.

### Root Cause

When QuicConnReplaceRetiredCids is called during NEW_CONNECTION_ID frame
processing, it may invoke QuicPathRemove, which frees the path. However,
QuicConnRecvPostProcessing later attempts to promote that same path (via
the *Path pointer) if it has non-probing frames and a new largest packet
number — without verifying the path is still valid.

### Fix

Add a (*Path)->InUse check in QuicConnRecvPostProcessing before
promoting a path to active. This ensures we never promote a path that
has already been removed by QuicPathRemove.

When MaxAckDelayMs is 0 (delayed ACKs disabled), MaxAckDelay resolves to
0 while MinAckDelay is derived independently from the timer resolution
and stays more than 0. This makes MsQuic advertise min_ack_delay >
max_ack_delay, which trips a CXPLAT_DBG_ASSERT in
QuicCryptoTlsEncodeTransportParameters in Debug builds and produces an
invalid transport parameter (rejected by peers, including MsQuic) in
Release builds.

Clamp MinAckDelay so it never exceeds MaxAckDelay. Surfaced by SpinQuic
settings randomization coverage.

  src/core/bbr.c
    Upstream (microsoft#6155) added a NOLINTNEXTLINE(clang-analyzer-security.
    ArrayBound) above QuicPathGetDatagramPayloadSize(&Connection->Paths[0]).
    The fork reads PathID->Path there instead -- congestion control is per
    path ID under multipath -- and has no Connection local at all. Kept the
    fork's expression with upstream's suppression above it.

  src/core/crypto.c
    Upstream added the same kind of suppression above
    Connection->State.HandshakeConfirmed = TRUE; the fork had added an early
    return when it is already set. Independent, so both kept, guard first.

    Neither suppression fires with the clang-tidy available locally (18),
    with or without the comment. Kept anyway: upstream added them against
    the Ubuntu 26.04 toolchain in CI, which is newer than what can be run
    here, so a local negative does not show they are unnecessary.

  .github/workflows/stress.yml
    Upstream bumped the Windows XDP jobs from xdp-v1.1 to xdp-v1.4 (microsoft#6198)
    and, in the same region, added WinServerPrerelease matrix entries. Took
    the XDP bump; did not reintroduce WinServerPrerelease, which #14 removed
    from this fork because those jobs need Microsoft's self-hosted
    1ES.Pool=1es-msquic-pool. The fork's windows-2025 substitutes for the two
    Full.Verbose schannel jobs are kept, and upstream's deletion of the
    openssl+XDP recvfuzz entry is taken as a plain deletion. No xdp-v1.1
    reference and no WinServerPrerelease matrix entry remains afterwards.

The -CodeCheck jobs failed on all six Ubuntu 26.04 configurations with a
single diagnostic:

  src/core/crypto.c:490:21: error: Out of bound access to memory preceding
  the field 'Crypto' [clang-analyzer-security.ArrayBound,-warnings-as-errors]

Line 490 is the fork's early return, not the assignment below it. Upstream
added their NOLINTNEXTLINE above the assignment because that was their first
access to Connection; the fork's guard now reads Connection->State one
statement earlier, so that is where the analyzer reports and the suppression
has to sit.

Use NOLINTBEGIN/NOLINTEND over both statements rather than moving the single
line comment up. Only one report exists today, at the guard, but which of the
two accesses gets reported is a property of the toolchain, and a suppression
that covers both does not have to be revisited when it moves.

Verified only that the suppression is well formed and the build stays clean:
the clang-tidy available here is 18 and does not reproduce the diagnostic at
all, with or without any suppression. CI runs the Ubuntu 26.04 toolchain,
which does.

Brings in #76 (per-path keep alive timer) and #77 (upstream main sync,
25 commits). Conflicts:

  scripts/build.rs
    qmux-01 added iOS/Apple support around the link search path; seera-main
    replaced the single "lib" path with a lib/lib64 probe (upstream microsoft#6168).
    Independent: took the probe, kept the `|| apple_ios` condition and the
    Apple framework branch. `path_extra` is gone with the single path it fed.

  src/core/connection.c
    QuicConnGenerateLocalTransportParameters. qmux-01 wrapped the UDP-only
    transport parameters in !QuicConnIsQMux; seera-main added the MinAckDelay
    clamp (upstream microsoft#6213). Put the clamp inside the non-QMux block, next to
    the MaxAckDelay/MinAckDelay it constrains -- QMux sets neither.

  src/core/send.c
    QuicSendCanSendFlagsNow. qmux-01 wrapped the check in !QuicConnIsQMux;
    seera-main added a clang-tidy ArrayBound suppression above it (upstream
    microsoft#6155). Kept both, with the suppression on the line it was written for.

    That alone was not enough. QuicConnIsQMux is now the first dereference of
    Connection, and being QUIC_INLINE the analyzer reports inside the helper
    in connection.h rather than at the call site, where no NOLINT in send.c
    can reach it. Suppressed inside QuicConnIsQMux instead, matching what
    upstream microsoft#6155 already does for QuicConnIsClosed one function below.

Verified with the CI toolchain rather than the local one, which is too old
to see these diagnostics: a full -CodeCheck build (clang-tidy 21, Debug,
linux, x64, quictls) inside ghcr.io/microsoft/msquic/linux-build-xcomp:
ubuntu-26.04-cross completes clean.
