This prerequisite restores the installed helper’s ability to read repository policy. The default branch currently contains legacy keys that the helper rejects; the new contract records version 1, meaningful-change review through the existing Claude job, and Ask merge preference. Existing wrappers and runtime packages stay unchanged.
Repository delivery constraints move into AGENTS.md, with an explicit requirement to read them from the verified default-branch commit. The retired backend is replaced by the installed helper’s claim check. Candidate policy does not authorize its own merge.
Validation passes at 29d8882 after generating application packs with a dummy production secret. The existing wrapper builds JavaScript/CSS and production client/server bundles; Rails discovers zero tests. Final independent Codex review has no findings.
Post-implementation conclusion: Proceed as a separate prerequisite. Three configuration/documentation files address the actual rejection without adding runtime work or widening the dependency upgrade. Human review and merge establish the trusted policy before the separate 17.2 candidate update.
Changed files: validated contract, trusted requirements.
Hosted gates: claude-review passed on this head. CodeRabbit and Greptile remain pending; final readiness awaits their completion under the preserved full-check rule.
Greptile Review passed and reported no blockers on this head.

The installed Shaka helper rejects the default branch’s legacy workflow keys, preventing the React on Rails 17.2 candidate upgrade from using validated policy. Convert the existing contract to version 1, preserve repository requirements in AGENTS.md, and document trusted-policy loading. Dependency and runtime changes belong in a separate PR.
Validation at
29d8882c1bd4a8464f9df4d5b7daf094842d72cc: candidateseam check --local, shell syntax checks, andgit diff --checkpass. After generating React on Rails packs withSECRET_KEY_BASE_DUMMY=1, the existing full validation wrapper passes: JavaScript/CSS builds, production Shakapacker client/server compilation, and Rails tests. Rails currently discovers zero tests. Independent Claude review findings were triaged; final Codex review reports no findings.Bootstrap limitation: the current default-branch contract is rejected, so it cannot establish trusted settings for this PR. Candidate settings grant no authority. Existing executable wrappers are unchanged. GitHub currently enforces no required status checks.
Outcome: merged as
24f9363343b8d7f80b0d818308ee38528b7e8214after explicit maintainer authorization, all three checks passed, and all review threads resolved. The installed helper cannot auto-merge a first trusted configuration. After merge: resume the separate 17.2 candidate upgrade. Baseline SSR at 17.1.0 returns HTTP 500 on both/and/hello_worldwith MiniRacerMessageChannel is not defined; the configuration-only diff does not change runtime. Recheck this when validating 17.2.Independent review · Walkthrough
