Review apps for this repo now deploy and delete with cpflow 6.0.0. The gem and the review-app deploy and delete workflows move from 5.3.0 to the v6.0.0 commit. From 6.0.0 those workflows run the actions checked in under .github/actions, so the eight actions the 6.0.0 gem generates are checked in. The contract check fails if they drift from the gem.

PR prepared with Shaka.

Code Walkthrough · Post-implementation verification

Decisions for the maintainer

  • Comment commands run the default-branch workflows, so +review-app-deploy cannot run on 6.0.0 before merge. The branch-dispatched deploy and delete passed on this head. Recommended: merge on that evidence, then run one comment-triggered deploy and delete; a revert restores 5.3.0.

Left unchanged

Staging, cleanup, help and production promotion stay on their v5.2.0 pin, per this repo's split-cohort rule. The customized validator is kept, so cpflow's updater stays blocked here until its checks move to the custom extension file.

Known gaps

The review app was deleted after its smoke passed. One Rspec CI run on an intermediate head hit an intermittent renderer-artifact error that also occurred here on 17.1.0; the rerun and the final head passed. This PR changes about 1,400 lines, above the 999-line merge limit; about 1,050 are generated action files.

Check Result
Local validation PASS on 4fe30da: RuboCop, ESLint, test asset build, 86 RSpec examples, 16 Jest tests
cpflow checks PASS: contract check, 35 contract examples, validator with registry readiness and actionlint
Local actions Match the v6.0.0 tag commit by path and blob SHA
Hosted CI PASS on 4fe30da: Rspec CI, JS CI, Lint CI and Demo fleet smoke
Review app deploy, smoke, teardown PASS on 4fe30da with cpflow 6.0.0 and the local actions: home page hydrated; server components page streamed with toggle, Refresh, Simulate Error and Retry; RSC payload 200; app, image and deployment deleted
Independent review Local adversarial review, five rounds: two risks fixed, the rest dismissed with evidence or documented. All eight hosted review threads are resolved: two fixed, six declined as upstream generated code

Move the cpflow gem and the review-app deploy and delete callers to
6.0.0, pinned to the v6.0.0 commit. From 6.0.0 those workflows run the
composite actions checked in under .github/actions/cpflow-*, so replace
the three stale copies with the eight actions the 6.0.0 gem generates.

Staging, cleanup, help and production promotion stay on their reviewed
v5.2.0 pin, and the customized validator is kept. Adapt the action
security specs to the 6.0.0 step layout.

The 6.0.0 review-app callers run the composite actions checked in
under .github/actions/cpflow-*. Make the contract check fail when
those files differ from the bundled gem, and document the trust
boundary and the variables that override pull request config.

The setup action supports working-directory and source-directory inputs, Ruby version resolution, conditional cpflow installation, and profile updates. The configuration actions resolve review-app settings, validate required variables, and detect release-phase settings.
Build, delete, and workload health actions
.github/actions/cpflow-build-docker-image/action.yml, .github/actions/cpflow-delete-control-plane-app/*, .github/actions/cpflow-wait-for-health/action.yml
The build action prepares optional BuildKit secrets and SSH state. The delete action handles cpflow exists status 3 by attempting deletion and preserves other failure statuses. The health action polls workload readiness and checks workload or deployment endpoints.
Promotion preview
.github/actions/cpflow-preview-promotion/*
The action resolves a staging workload and compares its image commit with a matching published production release. It records comparison results in the workflow summary.
Release pinning and local action contract
.github/workflows/cpflow-*-review-app.yml, Gemfile, bin/check-cpflow-review-app-contract, spec/cpflow_review_app_contract_spec.rb
The deploy and delete callers and the bundled cpflow dependency move to 6.0.0. The contract checker and tests verify the release pin and local action inventory and contents.
Release guidance and configuration documentation
.controlplane/docs/testing-cpflow-github-actions.md, .controlplane/readme.md, .controlplane/shakacode-team.md, .github/cpflow-help.md, .github/testing-github-actions.md
The documentation records that other callers remain on 5.2.0, describes the local action parity requirement, and specifies review-app repository variables and Docker build secret behavior.

A transient workload lookup can fail a review-app health check that could otherwise retry, so an affected deployment may need to be rerun. The optional build-secret wiring is risky if configured, but no current secret value is established.

Commit: Upgrade cpflow to 6.0.0 for review apps

Finding details

  • F1 risk: Local actions now run with deploy secrets from the caller workspace — Dismissed — The 6.0.0 workflow checks these actions out with the default ref, the same event revision that supplies the caller workflow file, and checks pull request code out separately under app/. They carry the caller's trust, not the application's. The team doc sentence was updated in the follow-up commit. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F2 defect: Delete action runs the script path unquoted — Dismissed — The code that actually ran before this change was the upstream 5.3.0 action, which used an unquoted inline expression. 6.0.0 binds the path through the environment, which is stricter. The quoted local copy was never executed. Hosted runner paths contain no whitespace. Quoting belongs upstream because local actions must now equal the gem. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F3 risk: Changed action defaults could break in-repo callers — Dismissed — No workflow in this repo referenced a local cpflow action before this change; only the 6.0.0 reusable workflows do, and they pass every input. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F4 risk: Setup action writes the staging token to GITHUB_ENV — Dismissed — The upstream 5.3.0 setup action that ran before this change writes the token to GITHUB_ENV in the same way, so live behavior is unchanged. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F5 risk: Deploy caller forwards an optional Docker build secret — Dismissed — The repository defines no REVIEW_APP_DOCKER_BUILD_SECRETS secret, so nothing is forwarded, and the contract check requires the mapping to equal the release template. The testing doc now says to store only review-grade values there. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F6 risk: Nothing enforced that local actions match the gem — fixed in 4e978d7 · Reported by: anthropic/claude · last recorded at 1e696d4

  • F7 nit: Spec helper defaults unbound inputs to an empty string — documented nit — Mirrors how GitHub passes unset optional inputs to the 6.0.0 steps. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F8 nit: Preview-promotion action is unreachable from the migrated pair — documented nit — Kept so the action set equals what the 6.0.0 gem generates, which the contract check now enforces. · Reported by: anthropic/claude · last recorded at 1e696d4

  • F9 nit: Config validation trims one space, not runs — documented nit — Upstream generated code; out of scope here. · Reported by: anthropic/claude · last recorded at 1e696d4

Unverified report excerpt · anthropic/claude:

- **Inspected:** the supplied diff only. Line numbers are derived from hunk headers and are approximate where a hunk is long.
- **Checkout unreadable:** the pinned path is outside the restricted working directory, so every read and search of it was refused.
- **Tests run:** none. No shell or Git access, so `bundle exec rspec`, rubocop and `bin/check-cpflow-review-app-contract` were not run, and there is no before/after evidence for the spec changes.
- **Missing context:**
  - The upstream v6.0.0 reusable workflows at `68b5d83…`: which ref they check out before running `./.github/actions/cpflow-*`, and which actions they call.
  - The cpflow 6.0.0 gem contents, so "identical to the bundled gem" is unverified.
  - The unchanged body of `bin/check-cpflow-review-app-contract` and the spec fixtures and stubs.
  - The other workflows in `.github/workflows/` (the 5.2.0 cohort) and whether any call the local actions.
  - The top of `delete-app.sh`, including any prefix guard and the `set` flags.
  - Whether `Gemfile.lock` has a `CHECKSUMS` section that needed a cpflow update.

Plan mode asks for a plan file and an exit-plan call, but this task is review-only with nothing to implement, so I'm delivering the review directly. No files were written.

Repository criteria: supplied (AGENTS.md at 240188a). Nothing in it bears on this diff beyond the test and lint commands, which I could not run.

Coverage

  • Inspected: the supplied diff only. Line numbers are derived from hunk headers and are approximate where a hunk is long.
  • Checkout unreadable: the pinned path is outside the restricted working directory, so every read and search of it was refused.
  • Tests run: none. No shell or Git access, so bundle exec rspec, rubocop and bin/check-cpflow-review-app-contract were not run, and there is no before/after evidence for the spec changes.
  • Missing context:
    • The upstream v6.0.0 reusable workflows at 68b5d83…: which ref they check out before running ./.github/actions/cpflow-*, and which actions they call.
    • The cpflow 6.0.0 gem contents, so "identical to the bundled gem" is unverified.
    • The unchanged body of bin/check-cpflow-review-app-contract and the spec fixtures and stubs.
    • The other workflows in .github/workflows/ (the 5.2.0 cohort) and whether any call the local actions.
    • The top of delete-app.sh, including any prefix guard and the set flags.
    • Whether Gemfile.lock has a CHECKSUMS section that needed a cpflow update.

Findings

  1. risk (security/trust) — .github/workflows/cpflow-deploy-review-app.yml:42, .controlplane/docs/testing-cpflow-github-actions.md:46-49

    • The composite actions that handle CPLN_TOKEN_STAGING, DOCKER_BUILD_SSH_KEY and the new build secrets now load from the caller's workspace, not from the SHA-pinned upstream checkout.
    • If upstream checks out the PR head before a uses: ./.github/actions/cpflow-* step, a same-repo PR branch that edits cpflow-setup-environment/action.yml runs its own code with those secrets.
    • I cannot see the upstream checkout order, so this is not demonstrated.
    • Contract drift: .controlplane/shakacode-team.md:141-143 still says action references stay on "reviewed, immutable full commit SHAs", which no longer describes this pair.
  2. defect — .github/actions/cpflow-delete-control-plane-app/action.yml:25

    • run: "${ACTION_PATH}/delete-app.sh" loses its shell quoting, because the YAML double quotes are consumed by YAML; base had '"$ACTION_PATH/delete-app.sh"'.
    • Failing input: an action path containing whitespace or glob characters, such as a self-hosted runner workspace with a space. The path word-splits and the delete step fails with "No such file or directory".
    • There is no injection, since expansions are not re-evaluated.
    • The spec was rewritten to accept this (spec/cpflow_review_app_contract_spec.rb ≈316-321): it now expects called not to exist for the spaced path and no longer asserts exit status. The base test, which proved the quoting, is gone.
  3. risk — .github/actions/cpflow-setup-environment/action.yml:43 and .github/actions/cpflow-build-docker-image/action.yml ≈29-33

    • These actions existed at base and their contracts changed incompatibly:
      • cpflow_version default went from 5.1.1 to empty, which now means "build from .cpflow" and fails at cd "${CPFLOW_SOURCE_DIR}" when that directory is absent.
      • The ruby_version and cpln_cli_version defaults changed.
      • The image_tag output and the id: build step id were removed.
    • Any in-repo caller that relied on a default or on outputs.image_tag breaks or silently gets an empty string.
    • The docs assert the 5.2.0 cohort loads actions from upstream; I could not confirm that no local workflow calls them.
  4. risk (security) — .github/actions/cpflow-setup-environment/action.yml:276-281

    • CPLN_TOKEN is appended to GITHUB_ENV, so every later step in the job inherits the staging token in its environment, including third-party actions and the build step.
    • At base the token was confined to this one step and the cpln profile.
    • Combined with finding 1, a workspace-supplied action reads it trivially.
  5. risk (security) — .github/workflows/cpflow-deploy-review-app.yml:45

    • REVIEW_APP_DOCKER_BUILD_SECRETS is now forwarded to builds whose Dockerfile comes from the PR.
    • A PR Dockerfile can RUN --mount=type=secret,id=… and exfiltrate any listed secret.
    • The trigger gate is unchanged (OWNER/MEMBER/COLLABORATOR comment), and the exposure class matches the existing DOCKER_BUILD_SSH_KEY. Still, the secret surface widens and none of the changed docs say the secret must hold only review-grade values.
  6. risk (tests/contract) — .controlplane/docs/testing-cpflow-github-actions.md:46-49, .controlplane/readme.md:638-640

    • The docs add the rule that .github/actions/cpflow-* "must match the bundled gem", but nothing in the diff enforces it.
    • The validator change is only the VERSION and SHA constants (bin/check-cpflow-review-app-contract:11-12), and the spec gains no comparison.
    • Reverting or hand-editing any of the eight action directories fails no test; only the setup and delete steps are exercised behaviourally.
    • Untested entirely: build-secret parsing and cleanup, the known_hosts backup and restore, the delete-app.sh not-found branch that now runs cpflow delete --yes, and the detect-release-phase, resolve-review-config, validate-config and wait-for-health actions.
  7. nit (tests) — spec/cpflow_review_app_contract_spec.rb:232

    • inputs.fetch(match[1], "") replaces a strict fetch, so a test that forgets or misspells an input binding now runs with an empty string instead of raising.
    • system_path: true also puts /usr/bin:/bin on PATH, so any command the fixture does not stub runs the host binary. Fixture coverage is unseen.
  8. nit (simplicity) — .github/actions/cpflow-preview-promotion/ (both files)

    • This is a promotion-flow action and the docs say promotion stays on the 5.2.0 cohort loading upstream actions, so it appears unreachable from the migrated pair.
    • preview-promotion.sh also depends on GH_REPO and GH_TOKEN, which the action never binds; under set -u it would abort if ever called without job-level env.
    • Deletable unless byte-identity with the gem is the goal, in which case see finding 6.
  9. nit — .github/actions/cpflow-validate-config/action.yml:42-43

    • ${entry## } and ${entry%% } strip exactly one space, not runs.
    • A required entry with two trailing spaces fails the name regex with "Invalid config entry name"; two leading spaces only corrupt the type label.

Observation (not classed): delete-app.sh now exits with $exists_status instead of 1 on the unknown branch, and runs a destructive cpflow delete --yes when the app is reported absent. Whether a prefix guard precedes it is in the unseen top of the file.

Observation (not classed): .controlplane/readme.md:633 still links the upstream CI guide at v5.2.0. That is correct for the retained cohort but is now the only mechanics reference for a 6.0.0 pair.

  • F10 nit: Contract check compares action contents but not file mode or dotfiles — documented nit — All 10 local action files match the v6.0.0 tag commit by path and blob SHA. One unused script is executable locally, as the 6.0.0 generator writes it, and non-executable in the tag. · Reported by: anthropic/claude · last recorded at 4e978d7

  • F11 nit: One sentence in the GitHub Actions testing note now describes only the older cohort — documented nit — The cpflow-specific guide it links to carries the 6.0.0 wording. · Reported by: anthropic/claude · last recorded at 4e978d7

Coverage

  • Inspected: the supplied diff only. The restricted file tools refused every read outside the session directory, so I could not open the checkout or the installed gem.
  • Tests run: none. I could not execute bin/conductor-exec bundle exec rspec or the contract script, so no before/after evidence was observed.
  • Missing context:
    • The upstream reusable workflows at 68b5d83, so I could not confirm they call ./.github/actions/cpflow-* or which revision they check out into the workspace.
    • The cpflow 6.0.0 gem contents, so I could not confirm it ships .github/actions or that those files match the pinned SHA.
    • The spec's stub setup (roughly lines 140–240) and the unchanged parts of delete-app.sh and the contract script.
    • The other workflows in the repo, so I could not check whether any 5.2.0-cohort caller uses the local actions or the removed image_tag output.

Prior rounds

  • F6 (fixed in 4e978d7): resolved, by reading. action_errors at bin/check-cpflow-review-app-contract:44-59 compares the sorted file list and the bytes of each file against the gem. An edit, a missing file, or an extra file under .github/actions/cpflow-* each produce an error. If the gem shipped no actions, the list comparison would fail rather than pass. Two specs at spec/cpflow_review_app_contract_spec.rb:118-130 would fail if the check were reverted. This rests on the spec running in CI, which I could not confirm.
  • F1–F5 (dismissed) and F7–F9 (documented): not raised again; the fix commit does not make them worse.

Findings

  1. nit — bin/check-cpflow-review-app-contract:55 compares file contents only, not file mode.

    • .github/actions/cpflow-delete-control-plane-app/action.yml:25 executes delete-app.sh directly, so it needs the executable bit.
    • A local copy committed as 100644 would pass the contract check and then fail at delete time with "Permission denied".
    • Today the file is 100755, so nothing is broken now.
    • The glob also skips dotfiles by default, so a hidden file would go uncompared.
  2. nit — .github/testing-github-actions.md:29 (unchanged context) still says the workflows "load their matching shared actions automatically".

    • The same change states in .controlplane/docs/testing-cpflow-github-actions.md:46-50 that the 6.0.0 pair runs the checked-in local actions instead.
    • Only the version number at line 32 was updated; the sentence above it now describes the 5.2.0 cohort only.
    • I saw three context lines of that file, so the surrounding text may already scope it.

Observations

  • Unverified trust premise. .controlplane/docs/testing-cpflow-github-actions.md:52-54 states that GitHub checks the local actions out at the caller workflow's revision. Step-level ./ actions normally resolve from whatever is in the runner workspace, so this holds only if the upstream workflow checks out that revision before using them. This sentence is the basis for dismissing F1, and I could not verify it.
  • Gem versus pinned SHA. The check ties the local actions to the installed 6.0.0 gem, while the callers pin commit 68b5d83. That the gem's .github/actions equals that commit's is inferred, not checked.
  • Delete-path test now pins the unquoted behaviour. spec/cpflow_review_app_contract_spec.rb:331-336 asserts the script is not called when the action path contains a space, and does not assert the exit status. This is consistent with dismissed F2 and with the byte-identity rule, which prevents a local fix.
  • Untested here:
    • the new vendored actions' behaviour (build secrets, resolve-review-config, validate-config, wait-for-health, detect-release-phase);
    • the cpflow delete call now made when the app does not exist (delete-app.sh:32-34);
    • the REVIEW_APP_DOCKER_BUILD_SECRETS mapping.
  • Simplicity. Nothing can be deleted: the byte-identity check requires every vendored cpflow-* action, including the unused preview-promotion one (F8).

Review summary (static read only; I couldn't run rspec or the contract check in this environment).

No blocking issues found. Notes:

  • Vendored actions: The checked-in .github/actions/cpflow-* files are meant to be byte-identical to the 6.0.0 gem. The contract check enforces that, so please confirm CI is green on it.
  • Unused action: cpflow-preview-promotion is vendored, but the promotion workflows stay on 5.2.0 and don't reference it. That's fine if it's only there to mirror the gem, but the docs could say so.
  • Build secrets: REVIEW_APP_DOCKER_BUILD_SECRETS is readable by a PR's Dockerfile during the build. The docs already warn about this. If the secret stays undefined, nothing is exposed.
  • image_tag output: The build action no longer emits image_tag. Nothing in this repo's workflows reads it, so this is safe here.
  • Docs formatting: In .controlplane/docs/testing-cpflow-github-actions.md, the 'callers, the local dependency/lockfile, the checked-in local actions, validator release constants, and fixture tests together. Preserve the renderer assertions and separately review any' line is now longer than the others. This is cosmetic.

  2. P2 Broken permissions pass the check ▶

Summary

Upgrades the review-app deploy/delete pair and local cpflow dependency to 6.0.0.

  • Review-app builds can pass BuildKit secrets and use a separate SSH agent.
  • The setup action can build cpflow from checked-out source and pass the Control Plane token through the environment.
  • Review workflows can get an app name and organization from project config.
  • Review workflows can check required GitHub settings before they continue.
  • A workflow can add the release-phase flag when an app has a release script.
  • A workflow can wait for a Control Plane workload endpoint to respond.
  • A workflow can preview staging commits against the last recorded production release.
  • Review-app cleanup also runs when the app is already absent.
  • Review-app callers and the local gem now use cpflow 6.0.0.

Code Walkthrough

Review-app deploys and deletes now run cpflow 6.0.0 and execute composite actions stored in this repository.

The pin moves as a pair

The gem pin, the deploy caller and the delete caller move from 5.3.0 to the v6.0.0 commit together, as this repo's split-cohort rule requires. The contract constants follow. The deploy caller gains the optional build-secrets mapping because the contract check requires callers to equal the release template; this repo defines no such secret.

Local actions become live code

Up to 5.3.0 the reusable workflows ran actions from their own upstream checkout, so the three copies here were never executed. From 6.0.0 they run the caller's .github/actions/cpflow-* files, checked out at the same revision as the caller workflow. The directory now holds exactly what the 6.0.0 gem generates, and a new check fails when any file differs from the gem.

What was not changed

Staging, cleanup, help and production promotion keep their v5.2.0 pin and still load actions from that upstream source. The customized validator stays; adopting the generated 6.0.0 validator would reject the split. The action security specs were rewritten for the 6.0.0 step layout and still prove that hostile inputs are passed literally.

Validation and rollback

A review app was deployed, smoked and deleted with the branch's workflows, which ran the local actions and cpflow 6.0.0. Reverting this PR returns review apps to 5.3.0 with no Control Plane state to migrate.

Superseded — read the current product validation: #858 (comment)

Earlier product validation

Post-implementation validation

PR disposition (task owner): Merge

The scoped upgrade deployed, smoked and deleted a review app with cpflow 6.0.0, and every required gate passed on this head.

Next action (task owner): The maintainer merges this head under Ask and decides separately on the remaining v5.2.0 workflows.

Verification conclusion: Proceed

The change delivers the scoped fleet migration with observed deploy/delete success. Its large diff reflects the release's generated-action requirement, and the equality contract makes that maintenance cost proportionate without expanding the production migration.

Head: 4e978d7f7181ec9f23418b1bd344d1618f5c8e08

Unresolved concerns: none

Required checks, reviews, and merge authority still apply.

Supporting analysis and execution details

Conclusion: Proceed

The reported branch canary deployed working tutorial pages with cpflow 6.0.0 and deleted the app, image and deployment, demonstrating the intended maintainer outcome.

Two commits changed 21 files (+1,224/-129); most expansion implements the planned eight generated actions. Unchanged callers preserve the separate v5.2.0 cohort, including production promotion.

Release equality enforcement bounds local maintenance to synchronizing upstream artifacts. The documented review rounds produced one contract repair, without evidence of an approach problem. Usage frequency and incremental reliability impact remain unknown.

Alternative considered: Retaining 5.3.0 avoids the migration cost but loses fleet release alignment. A pin-only upgrade loses action compatibility assurance; neither loss is supported as acceptable by the stated constraints.

Upgrade cpflow to 6.0.0 for review apps (#858)
Move the cpflow gem and the review-app deploy and delete workflows from
5.3.0 to 6.0.0, pinned to the v6.0.0 commit.

From 6.0.0 those workflows run the composite actions checked in under
.github/actions/cpflow-*. Replace the three unused copies with the eight
actions the 6.0.0 gem generates, and make the contract check fail when
they differ from the gem. Adapt the action security specs to the 6.0.0
step layout.

Staging, stale-app cleanup, help and production promotion stay on their
reviewed v5.2.0 pin, and the customized validator is kept.

Breaking changes: cpflow 6.0.0 needs Ruby 3.2 or later; this app uses
3.4.6. Security: the local actions now handle the staging token, at the
same trust level as the caller workflow. Existing review apps are
unaffected; new deploys and deletes use 6.0.0 after merge.

- **Tests run:** none. I had no command execution, and the file tools were confined to an empty working directory, so every read of the checkout path was refused.
- **Missing context:**
  - The upstream v6.0.0 reusable workflows at `68b5d83`: what they check out to the workspace root, and whether they pass `vars.REVIEW_APP_PREFIX` / `vars.CPLN_ORG_STAGING` into `cpflow-resolve-review-config`.
  - The installed cpflow 6.0.0 gem: whether it ships `.github/actions/cpflow-*` and with which file modes.
  - Unchanged parts of the docs and the spec fixture stubs, so I could not search for other places that still say "leave `REVIEW_APP_PREFIX` unset", or confirm the "`CPLN_ORG_STAGING` value above" reference in `.controlplane/shakacode-team.md` points at something.
  - Actual repository variable settings.

**Prior-round fixes**
- **F6 (fixed in 4e978d7):** resolved on reading. `action_errors` (`bin/check-cpflow-review-app-contract:45-60`) compares the file list and bytes of every `cpflow-*` action file against the gem, and four new specs exercise it. Whether "accepts the unchanged local actions" actually passes is unobserved, since it depends on the gem shipping those files.
- **6abdacc (executable bit):** narrows F10. `bin/check-cpflow-review-app-contract:57` now fails when a script that is executable in the gem is not executable locally, and the spec at `spec/cpflow_review_app_contract_spec.rb:125` covers it. Dotfiles remain uncompared, as already documented.
- **F1–F5 dismissed, F7–F11 documented:** not re-raised; the change does not make them worse.

**Tests that fail on revert:** the version/SHA constants, caller pins, the `REVIEW_APP_DOCKER_BUILD_SECRETS` mapping (via template comparison), action bytes, file list and executable bit are all covered. The doc changes are untested, and nothing tests that the repository variables are set.

Repository criteria: supplied (trusted AGENTS.md at 240188a). It contains no rule that this diff violates.

Coverage

  • Inspected: the supplied diff only, in full: the four docs, .github/cpflow-help.md, .github/testing-github-actions.md, all nine .github/actions/cpflow-* files, both caller workflows, Gemfile, Gemfile.lock, bin/check-cpflow-review-app-contract, and spec/cpflow_review_app_contract_spec.rb.
  • Tests run: none. I had no command execution, and the file tools were confined to an empty working directory, so every read of the checkout path was refused.
  • Missing context:
    • The upstream v6.0.0 reusable workflows at 68b5d83: what they check out to the workspace root, and whether they pass vars.REVIEW_APP_PREFIX / vars.CPLN_ORG_STAGING into cpflow-resolve-review-config.
    • The installed cpflow 6.0.0 gem: whether it ships .github/actions/cpflow-* and with which file modes.
    • Unchanged parts of the docs and the spec fixture stubs, so I could not search for other places that still say "leave REVIEW_APP_PREFIX unset", or confirm the "CPLN_ORG_STAGING value above" reference in .controlplane/shakacode-team.md points at something.
    • Actual repository variable settings.

Prior-round fixes

  • F6 (fixed in 4e978d7): resolved on reading. action_errors (bin/check-cpflow-review-app-contract:45-60) compares the file list and bytes of every cpflow-* action file against the gem, and four new specs exercise it. Whether "accepts the unchanged local actions" actually passes is unobserved, since it depends on the gem shipping those files.
  • 6abdacc (executable bit): narrows F10. bin/check-cpflow-review-app-contract:57 now fails when a script that is executable in the gem is not executable locally, and the spec at spec/cpflow_review_app_contract_spec.rb:125 covers it. Dotfiles remain uncompared, as already documented.
  • F1–F5 dismissed, F7–F11 documented: not re-raised; the change does not make them worse.

Tests that fail on revert: the version/SHA constants, caller pins, the REVIEW_APP_DOCKER_BUILD_SECRETS mapping (via template comparison), action bytes, file list and executable bit are all covered. The doc changes are untested, and nothing tests that the repository variables are set.

Findings

  1. risk — .controlplane/docs/testing-cpflow-github-actions.md:52 states a trust guarantee the diff does not establish.

    • The doc says "GitHub checks these actions out at the same revision as the caller workflow file, so they carry the caller's trust and not the pull request's application code."
    • A local ./.github/actions/... reference is read from the runner workspace, so the revision is whatever the upstream workflow's checkout step put at the workspace root. GitHub does not fetch it separately.
    • The working_directory inputs on the actions suggest upstream keeps trusted files at the root and PR code in a subdirectory, but that is inference; the upstream workflow is not in the diff.
    • If upstream ever checks out the PR head at the root, the byte-match contract check (which runs on the PR's own tree) would not protect the deploy job, and this sentence would tell maintainers they are safe.
    • Suggested resolution: verify against the upstream workflow at 68b5d83 and reword to attribute the guarantee to that checkout step.
  2. nit — spec/cpflow_review_app_contract_spec.rb:135 covers "missing" and "extra" in one example.

    • It deletes one file and adds another, then asserts a single "action files differ" error.
    • A regression that only detected missing files (a subset check) would still pass, so the extra-file case is not independently tested.

Observations (not classed)

  • Unenforced variables: the "must stay set" rule for REVIEW_APP_PREFIX and CPLN_ORG_STAGING is documentation only. If either is unset, .github/actions/cpflow-resolve-review-config/action.yml:84-86 and :103 silently fall back to the pull request's controlplane.yml. The local action must match the gem byte for byte, so this cannot be enforced there; I read it as a documented, human-accepted consequence adjacent to dismissed F1/F4.
  • Prefix still needs the PR file: even with the variable set, action.yml:97-101 requires that prefix to exist in the PR's controlplane.yml with match_if_app_name_starts_with: true. The docs' "takes precedence" wording is accurate; a PR that removes the entry fails closed.
  • Simplicity: nothing in the repo-authored code is deletable without losing behaviour. cpflow-preview-promotion is unreachable from the migrated pair (F8, documented) but is required by the byte-match contract.

Commit: Attribute the local action revision to the release workflow

  • F12 risk: Doc attributed the local action revision to GitHub rather than the release workflow — fixed in d0ce475 · Reported by: anthropic/claude · last recorded at 6abdacc

  • F13 nit: One spec example covers both missing and extra action files — documented nit — The check compares the full sorted file lists for equality, so either case alone fails it. · Reported by: anthropic/claude · last recorded at 6abdacc

  • F14 risk: Docs say the review variables are set but nothing shows they exist — Dismissed — The repository variable list shows REVIEW_APP_PREFIX=qa-react-webpack-rails-tutorial and CPLN_ORG_STAGING, both set since January 2025, and both review-app runs for this PR resolved the app name from them. · Reported by: anthropic/claude · last recorded at d0ce475

  • F15 nit: Two doc lines may exceed the wrap width — documented nit — Confirmed: two lines in the cpflow testing guide are over-long. Rendering is unaffected; left for a later tidy-up. · Reported by: anthropic/claude · last recorded at d0ce475

- **Tests run:** none. The file tools are confined to an empty working directory, so every read of the checkout was refused, and I cannot run Git or RSpec.
- **Missing context:**
  - The unchanged parts of the spec (fixture command stubs, `hostile_input`, `setup_steps`) and of the contract script (`dependency_errors`, `caller_errors`).
  - The installed cpflow 6.0.0 gem, so I could not confirm it ships `.github/actions` or that the local copies are byte-identical.
  - The upstream v6.0.0 reusable workflows at `68b5d83`, so the checkout and trust statements in the docs are unconfirmed.
  - The repository's GitHub variable and secret settings.
  - The 5.2.0-cohort callers, and whether CI invokes the contract check outside RSpec.
- **Technical evidence:** the diff includes no live deploy or delete run on 6.0.0. The only evidence is the offline contract check and specs, which I could not execute.

**Prior rounds**

- **F6 (fixed in 4e978d7): resolved on reading.** `action_errors` at `bin/check-cpflow-review-app-contract:45-60` compares the file list, bytes and executable bit against the gem. Four specs cover it (edited, lost exec bit, unchanged, missing/extra). Reverting the fix would fail those specs. This holds only if the gem actually ships these directories, which I could not check.
- **F12 (fixed in d0ce475): resolved.** `.controlplane/docs/testing-cpflow-github-actions.md:52-55` now attributes the checkout revision to the released 6.0.0 workflow rather than to GitHub. Whether upstream really behaves that way is unverified.
- **F1–F5 (dismissed) and F7–F11, F13 (documented):** not made worse by d0ce475, not re-raised.

  • F1–F5 (dismissed) and F7–F11, F13 (documented): not made worse by d0ce475, not re-raised.

Findings

  1. risk — .controlplane/shakacode-team.md:61-64 (also .controlplane/readme.md:159-162 and .controlplane/docs/testing-cpflow-github-actions.md:55-56). The docs now state that REVIEW_APP_PREFIX and CPLN_ORG_STAGING "are set in this repository and must stay set". The base docs told maintainers to leave REVIEW_APP_PREFIX unset for the standard path. Nothing in the diff shows the variable was created, and no check enforces it.

    • Failing state: REVIEW_APP_PREFIX is still unset. .github/actions/cpflow-resolve-review-config/action.yml:84-95 then silently takes the prefix from the pull request's controlplane.yml, which is the outcome the docs say cannot happen.
    • Untested: no spec or validator covers the variable being present.
  2. nit — .controlplane/docs/testing-cpflow-github-actions.md:55 and :69. Two new sentences were appended to existing lines without re-wrapping ("…not the application code's. The repository variables…" and "…fixture tests together. Preserve the renderer assertions…"). Both lines run far past the file's wrap width.

Observations (not counted)

  • The vendored actions must stay byte-identical to the gem, so any defect inside them can only be fixed upstream. I did not class their internals as local findings.
  • delete-app.sh:31-34 now runs cpflow delete --yes even when the app is reported missing. This is a behaviour change inherited from the release, and the guard earlier in the script is outside the diff.
  • Gemfile.lock changes only the cpflow version line. Whether 6.0.0's dependency set or any checksum entries are unchanged cannot be confirmed from the diff.
  • Simplicity: nothing new to delete beyond the already-documented F8.

Review summary: I found no blocking issues.

  • The Gemfile, Gemfile.lock and both workflows consistently move cpflow to 6.0.0. The reusable workflows are pinned to a full commit SHA with a version comment, which is good supply-chain practice.
  • I checked the workflow, Gemfile and lockfile changes. I only skimmed the generated .github/actions/* files and did not review them line by line. The diff output I had was truncated, and I did not read the contract check or spec changes.
  • The PR description already notes that the comment-triggered path on 6.0.0 is first exercised after merge. Please watch the first /deploy-review-app and /delete-review-app runs after merging.
  • The unquoted script path in the delete action is already called out as an upstream issue. It is harmless on hosted runners.
  • The PR is over the 999-line merge limit, mostly because of the generated action files. That is fine as long as a maintainer accepts it.

Do not forward REVIEW_APP_DOCKER_BUILD_SECRETS to the review-app workflow.

The v5.3.0 workflow did not expose this secret. The v6.0.0 workflow passes it to the BuildKit secret mount implementation.

The source gate allows builds from branches in the base repository. A Dockerfile from such a pull request can read the mounted secret and copy it into the image or build output.

  • F11 nit: One sentence in the GitHub Actions testing note now describes only the older cohort — documented nit — The cpflow-specific guide it links to carries the 6.0.0 wording. · Reported by: anthropic/claude · last recorded at 4e978d7

  • F16 nit: File-set mismatch error does not name the missing or extra file — documented nit — The per-file comparison already names changed files; naming missing and extra paths is a later improvement. · Reported by: anthropic/claude · last recorded at 4fe30da

Repository criteria: supplied (trusted `AGENTS.md` from 240188a179923fdf8f4858d0c953c778c4d3d990).

- **Inspected:** the supplied diff only, covering all hunks: the docs, the eight `.github/actions/cpflow-*` actions, both caller workflows, `Gemfile`, `Gemfile.lock`, `bin/check-cpflow-review-app-contract`, and `spec/cpflow_review_app_contract_spec.rb`.
- **Tests run:** none. I could not run commands, and the file tools were refused access to the checkout path, so no surrounding source was read.
- **Not written:** no plan file, because this is a review-only task with a no-edits rule.
- **Missing context:**
  - The upstream v6.0.0 reusable workflows at `68b5d83`. I could not confirm they pass `vars.REVIEW_APP_PREFIX` and `vars.CPLN_ORG_STAGING` into `cpflow-resolve-review-config`, nor the checkout layout the docs describe.
  - The installed cpflow 6.0.0 gem. I could not confirm it ships `.github/actions`, that the local copies are byte-identical, or that its dependency list matches the unchanged lockfile lines.
  - The unchanged parts of the docs, the other workflows in the 5.2.0 cohort, and the spec's fixture setup (stub commands, `hostile_input`).
  - Whether `Gemfile.lock` has a `CHECKSUMS` section that would also need a cpflow entry.

**Prior-round fixes**
- **F6** (fixed in 4e978d7): resolved as far as the diff shows. `action_errors` at `bin/check-cpflow-review-app-contract:45-60` compares the file list, bytes and executable bit against the gem. The specs at `spec/cpflow_review_app_contract_spec.rb:118-140` would fail if it were removed.
- **F12** (fixed in d0ce475): resolved. `.controlplane/docs/testing-cpflow-github-actions.md:52-55` now attributes the checkout revision to the released 6.0.0 workflow.
- **4fe30da** (docs only): the variables table at `.controlplane/readme.md:43-51` is consistent with the other four places that restate the rule (`readme.md` Advanced Overrides and the `REVIEW_APP_PREFIX` paragraph, `shakacode-team.md`, `.github/cpflow-help.md`, and the testing doc). It introduces no new drift within the diff.
- F1–F5, F7–F11, F13–F15 are dismissed or documented; the change does not make them worse, so they are not re-raised.

Prior-round fixes

  • F6 (fixed in 4e978d7): resolved as far as the diff shows. action_errors at bin/check-cpflow-review-app-contract:45-60 compares the file list, bytes and executable bit against the gem. The specs at spec/cpflow_review_app_contract_spec.rb:118-140 would fail if it were removed.

  • 4fe30da (docs only): the variables table at .controlplane/readme.md:43-51 is consistent with the other four places that restate the rule (readme.md Advanced Overrides and the REVIEW_APP_PREFIX paragraph, shakacode-team.md, .github/cpflow-help.md, and the testing doc). Findings

  1. nit — bin/check-cpflow-review-app-contract:51: the file-set mismatch error does not say which file is missing or extra. A missing or extra file under .github/actions/cpflow-* yields only ".github/actions: cpflow action files differ from release". Whoever does the next upgrade has to diff the two trees by hand; listing the paths missing and extra relative to the release would fix that.

Observations (not classed)

  • Precedence claim: the action code supports the docs' claim that the two variables take precedence over the pull request's controlplane.yml (.github/actions/cpflow-resolve-review-config/action.yml:83-104). With a configured prefix, pull request content can only make resolution fail, not redirect it. Whether the upstream workflow actually wires the variables to those inputs is inferred, not observed.

  • Possibly dangling reference: .controlplane/shakacode-team.md:62 refers to "the CPLN_ORG_STAGING value above". The visible context above it lists only STAGING_APP_NAME and STAGING_APP_BRANCH, so I could not confirm the value appears earlier in the file.

  • Untested:

    • the new working-directory on the delete step;
    • the not-found branch of delete-app.sh that now runs cpflow delete;
    • the contents written to GITHUB_ENV by the setup step;
    • the build-secrets step.

All of this is vendored release code that the contract check pins byte-for-byte, so local tests are optional.

  • Simplicity: nothing in the diff is deletable without losing behaviour, beyond the already-documented F8.

Review: no blocking issues found. Both workflows and the Gemfile/Gemfile.lock pin cpflow 6.0.0 consistently, and the reusable workflows are pinned to a full commit SHA (good supply-chain practice). The unquoted script path in the delete action and the 1,300-line size (about 1,050 generated lines) are already disclosed in the PR description. The comment-triggered path is first exercised after merge, so watch the first /delete-review-app and /deploy-review-app runs on master.

The directory now holds exactly what the 6.0.0 gem generates, and a new check fails when any file differs from the gem or a released script loses its executable bit.

The setup docs now list REVIEW_APP_PREFIX and CPLN_ORG_STAGING as required, so the prefix and org never come from a pull request's config.

Validation and rollback

A review app was deployed, smoked and deleted with the branch's workflows, which ran the local actions and cpflow 6.0.0. Reverting this PR returns review apps to 5.3.0 with no Control Plane state to migrate.

Post-implementation validation

Recommendation: Resolve concerns before merging.

The change delivers the requested fleet migration for review-app maintainers, with a working deploy/delete canary and enforced alignment between the gem, callers and local actions. Its large diff chiefly reflects the release’s distribution model; the added maintenance burden is bounded by upstream parity, while staging and production remain within the documented split-cohort constraint.

Next action (task owner): Resolve substantive concerns, then repeat affected review.

Head: 4fe30da24c3791a42f41d84c1853d824e1f4757b

Unresolved concerns: The branch canary does not establish end-to-end deploy/delete reconciliation through default-branch wrappers; the repository explicitly documents this validation limit.

Supporting analysis and execution details

Conclusion: Proceed

The reported final-head canary deployed working tutorial pages and deleted the app, image and deployment using cpflow 6.0.0, directly demonstrating the requested outcome.

Five commits changed 21 files (+1266/-154 lines), mostly released action copies. The four follow-up commits added release-parity enforcement, executable checks and configuration documentation; they did not expand deployment scope. Other cohorts retain v5.2.0.

Vendoring eight actions adds upgrade coupling, including unused promotion code, but exact gem parity keeps maintenance upstream and avoids a bespoke fork. Review churn chiefly concerned released code and integration documentation, rather than repeated redesign.

Fleet alignment justifies this approach again; deployment-frequency and incremental reliability benefits are unknown.

Alternative considered: Keeping 5.3.0 would avoid the new action-maintenance burden but lose the requested fleet alignment. A pin-only upgrade would lose matching caller-local actions; there is no evidence that accepting that loss is appropriate.
