Merge READMEs: numbers first, verified limitations list

README.md is now English with a Russian section; README.en.md is removed.
Add reproducible tracker, HLL and rollup figures and 12 limitations linked to code lines and issue #1.
Fix the Docker seed steps (restart api) and correct the claim that live windows keep the current bucket.
