NO-SNOW: pin pip<26 in dependency env to fix pip-tools stdlib_pkgs incompatibility - #2985

…compatibility pip-tools 7.6.0 imports pip._internal.utils.compat.stdlib_pkgs which was removed in pip 26.0. Pin pip<26 in the [testenv:dependency] env to keep pip-tools working until pip-tools is updated to not use pip internals. Observed failing on pip==26.2 with: ImportError: cannot import name 'stdlib_pkgs' from 'pip._internal.utils.compat' Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
