Adds gem:github:setup:update to regenerate managed workflows, policy files, and maintainer instructions directly in the working tree using the installed templates and existing config/release.yaml.

The task returns changed paths without staging, committing, or changing remote settings. An agent or maintainer reviews git diff and selectively keeps changes or restores repository customizations. The guide documents starting with a clean working tree and reviewing the result. Repeated updates make no further changes.

Validation: 77 tests / 230 assertions pass, including unstaged changes, unchanged HEAD, configuration updates, unrelated file preservation, missing files, and idempotency. Standard Covered validation reports 100%; RuboCop and public API documentation coverage pass. Distributed context regenerated.

Addresses follow-up 2 from issues.md.
