NuGet login now retries slow exchanges with increasing attempt timeouts (60, 120, and 240 seconds by default), without the previous four-minute overall deadline. Known certificate and request-configuration failures stop immediately; safe transport diagnostics identify the failure without exposing credentials.
GitHub OIDC requests use a fixed 15-second timeout and at most two retries. Retry waits have proportional jitter and explicit waiting logs. Error diagnostics are limited to two seconds, and native HTTPS provides explicit connection and attempt timeouts.
Validation: all 38 local tests and syntax checks passed. GitHub-hosted CI was still queued when this release was published.
