R8's ratification sequence was skipped when PR #9 merged, so both amendments landed on main as DRAFT and unpinned. Executed here as its own commit rather than retrofitted into the merged PR. check_claims::check_ratified_amendments pins both digests and is mutation-tested in two directions: an edited file against an unchanged pin, and a revert to DRAFT with the digest re-pinned. NOTES.md carries two disclosures from the same pass: a cycle-4 fix reported done with a green build that never reached the file, and two tooling rules (no git checkout -- over unstaged work; never read $? after a pipe or command substitution).
