chore: reconcile main's post-fork changes with the v0.10 rewrite

main gained 16 commits after the rewrite branched off. Most touched the
pre-0.10 codebase the scaffold commit deleted, so the rebase left their
additions behind as orphans in trees nothing builds.

Removed:
- packages/react-native-executorch/common/** (21 files). main added the
  Supertonic TTS model and the shared TextPartitioner here after the fork.
  The rewrite replaced this tree with cpp/, and ships its own Supertonic
  implementation in src/extensions/speech/.
- src/constants/textEmbeddings/colbert.ts and src/utils/textEmbeddings.ts,
  which have no consumer in the rewritten src/.
- apps/bare-rn/__mocks__/**, left over from a demo app the scaffold deleted.
- docs/docs/05-utilities/01-webrtc-integration.md. It landed in an orphan
  category the rewritten docs don't define, and it imports ResourceFetcher,
  which the new API no longer exports.
- The per-app build matrix (#1112) and its helper scripts. Its filters
  enumerate an app set and package layout that no longer exist, and the
  app-build matrix is not wanted here.

Carried forward from main:
- The consumer ProGuard rules (#1325), wired into build.gradle.kts. The
  rewrite converted this file to the Kotlin DSL and never had the fix.
- Note that ci.yml keeps the rewrite's trigger and job configuration rather
  than main's: no paths-ignore, no pull_request event types, and no draft-PR
  guards. main's filter-coverage step is not restored either (that machinery
  is removed above), nor its error-code check, which reads paths and a yarn
  script the rewrite doesn't have.
- The 0.9.x versioned docs updates, cspell entries, and npm-publish changes.

Also dropped the now-dead rne-rewrite branch triggers from ci.yml,
docs-build-check.yml and clang-tidy.yml; that branch is closed and this
work targets main.

Known gap: ColBERT / LFM2.5 multi-vector embeddings (#1269) is not
reimplemented in the rewrite, so it does not survive this reconciliation.
