Bump version to v1.0.0 (#1578)

## Description

Bumps the four packages and `LIB_VERSION` to 1.0.0 and renames
`NEXT_VERSION_TAG` to `VERSION_TAG` (`resolve/v0.11.0`). All 506 model
URLs return 200.
