fix(libs): bump native libs to v0.10.6-libs (#1523)

## Description

- Bumps `nativeLibsVersion` to `0.10.6`
([v0.10.6-libs](https://github.com/software-mansion/react-native-executorch/releases/tag/v0.10.6-libs)):
only `vulkan-android-*` changed.
- Picks up pytorch/executorch#23381 (Adreno 720/740 crash at Vulkan
pipeline creation, e.g. PP-OCRv6 detector) and the restored bias add in
the 8da4w Vulkan linear shaders.
