ScrollView with keyboardShouldPersistTaps="handled" keeps the keyboard open only for taps that RNGH marks as handled. Only NativeDetector marked them, so a tap on a VirtualGestureDetector, or on an InterceptingGestureDetector's own gesture, fired the gesture but still dismissed the keyboard.
This PR runs useJSResponderHandler in both detectors:
InterceptingGestureDetector sets onStartShouldSetResponder on its host view.
VirtualDetector has no host view, so Wrap marks the event in onStartShouldSetResponderCapture on the cloned child and then calls the child's own capture handler. It uses the capture phase because RN Text replaces its press handling with any passed onStartShouldSetResponder, which broke onPress and gave every Text child the link role.
Native gestures:
InterceptingGestureDetector doesn't count its own Native gesture as handling a tap. That gesture belongs to the container hosting the virtual children (a ScrollView, a pager), and counting it would keep the keyboard open for every touch on the container. Same as on main.
On Android, RN makes RefreshControl the parent of the whole scroll content, so its Native gesture would mark every tap on the list. createNativeWrapper sets an internal config flag on its gesture (countNativeAsHandled: false, not part of the public config types) and the hook skips it.
Other changes:
isSupportedGesture checks enabled on every leaf of a composed gesture, so an enabled Pan composed with a disabled Tap no longer marks the event. This replaces isGestureEnabled, which is removed.
react-native-svg makes a shape responsible when it gets any responder prop. With the injected capture handler, virtual gestures on SVG shapes now work without the onPress={noop} workaround. Shapes that already have onPress behave as before.
Test plan
Jest: virtual and intercepting detectors with Tap, Pan and Native gestures, RefreshControl (including no native-side warning for the internal flag).
Android and iOS:
the code below,
Text with onPress inside a VirtualGestureDetector (inline and block),
a list with RefreshControl: a tap on the blank area dismisses the keyboard, virtual rows keep it open,
SVG shapes with and without onPress in an InterceptingGestureDetector,

Improved responder handling for tap gestures used with virtual and intercepting gesture detectors inside scroll views.
Scroll views can claim responder events for eligible taps, while virtual pan gestures and intercepting native gestures retain their expected behavior.
Disabled gestures and detectors without a gesture configuration no longer affect responder handling.
Updated scroll views and refresh controls to handle native gestures consistently during tap interactions.
V3 virtual and intercepting detectors now use JS responder handling. The responder check evaluates gesture enablement and whether Native gestures count as handled. Native wrappers pass this option for ScrollView and RefreshControl. Tests cover responder selection for tap, pan, and Native gestures.

useJSResponderHandler accepts an optional gesture and a countNativeAsHandled option. It checks enabled gesture support and Native gesture support. The isGestureEnabled helper and its re-export are removed.
Virtual and intercepting detector bases pass responder callbacks to native views. Wrap calls its callback before the child callback. Native wrappers accept countNativeAsHandled; ScrollView and RefreshControl pass false.
Tests cover virtual tap and pan detectors, intercepting tap and Native detectors, the ScrollView’s Native detector, and RefreshControl. Detector lookup now selects the last matching host view.
Custom children that drop responder props retain their previous behavior. No merge-blocking regression is established.

Explanation
The title names the main change: JS responder events are marked for the Virtual and Intercepting detectors. The changeset adds useJSResponderHandler to both detectors, a countNativeAsHandled option, and a capture handler in Wrap, all to report taps to ScrollView with keyboardShouldPersistTaps="handled". The title is specific and matches the primary change. It does not mention the Native detector or the removal of isGestureEnabled, which is expected for a title.

The behavior change is well-scoped, matches the PR’s stated intent (including the intercepting-native exclusion), and is covered by new targeted v3 tests.
Pull request overview
This PR fixes ScrollView keyboardShouldPersistTaps="handled" interoperability by ensuring RNGH “handled tap” marking happens not only for NativeDetector, but also for VirtualGestureDetector and InterceptingGestureDetector (with a guard to avoid marking native gestures for intercepting scrollers like ScrollView/FlatList).
Changes:
Extend useJSResponderHandler with an allowNative flag and allow an undefined gesture input.
Plumb JS responder marking into VirtualDetector (via Wrap cloning the child and deferring to any existing child responder handler).
Plumb JS responder marking into InterceptingGestureDetector host view, while disabling “Native gesture counts as handled” there.
Add v3 API tests covering Virtual/Intercepting detectors’ responder marking behavior in keyboardShouldPersistTaps="handled" mode.

🟡 Changes recommended
The public InterceptingGestureDetector wrapper omits the required countNativeAsHandled={false} override, causing Native gestures to mark every touch as handled and failing the intended behavior.
The added tests only wrap View and assert responder return values. They do not render Text with onPress or a non-pressable Text. Therefore, they could pass if the wrapper replaced Text's responder callback and suppressed onPress, or made every Text count as pressable. Add focused assertions for both cases.
