[Web] Report zero Pan velocity when the pointer rested before release - #4641
On web, PanGestureHandler.onPointerUp ends the gesture without looking at the release event, so onEnd carries the velocity computed by the last pointermove, however long ago that was. A drag that stops, holds still, and then releases reports the velocity of the drag, and a withDecay started from it flings a pointer that had come to rest. Android reports 0 in that case: its VelocityTracker treats a pointer as stopped after 40 ms without a sample, matching Flutter.
The web VelocityTracker already uses the same 40 ms threshold to split the sample history during a drag. The constant is now exported as POINTER_STOPPED_MILLISECONDS, PointerTracker.track stamps the time of each pointer's last sample, and PointerTracker.getVelocityAt returns zero when the queried time is past that threshold. onPointerUp reads the velocity at the release time before ending. A release within 40 ms of the last move is unchanged.
Feeding the release event into the tracker as a sample, as Android does, was tried first and dropped: a release landing a few ms after the last move at the same spot bent the least-squares fit and halved the reported velocity of an ordinary fling.
Two tests in src/web/handlers/__tests__/PanGestureHandler.test.ts: a release at the last move keeps the drag's velocity, a release 500 ms later reports zero. The second fails without the fix.
Chrome, v3 usePanGesture screen with the reporter's drag (160 px in 48 ms) driven over CDP: released at the last move velocityX 3263 before and after; released 511 ms later 2707 before, 0 after.

Bug Fixes
Improved velocity reporting when a pan gesture ends, using the release time to determine the final velocity.
Gestures released shortly after movement now report the recent movement velocity, while gestures released after a pause report zero velocity. This makes release behavior more consistent with how quickly the pointer was moving at the time it was lifted.
Web Pan now reads the lifted pointer’s velocity at the pointer-up event time. VelocityTracker returns zero when the newest sample is more than 40 milliseconds old. Tests cover release timing at and around that threshold.

Get velocity at event time packages/react-native-gesture-handler/src/web/tools/VelocityTracker.ts, packages/react-native-gesture-handler/src/web/tools/PointerTracker.ts
VelocityTracker returns zero when no sample exists or the newest sample is more than 40 milliseconds old. PointerTracker exposes the velocity for a tracked pointer at a requested time. It no longer stores a separate timestamp in TrackerElement.
Apply velocity at pointer release packages/react-native-gesture-handler/src/web/handlers/PanGestureHandler.ts, packages/react-native-gesture-handler/src/web/handlers/__tests__/PanGestureHandler.test.ts
PanGestureHandler updates velocity from the pointer-up event time, using zero for an unavailable component. Tests cover immediate release, release at 40 milliseconds, and release after the threshold.
The web Pan release change appears ready to merge after normal checks. No introduced multi-pointer regression was established.

Explanation
The title "[Web] Report zero Pan velocity when the pointer rested before release" matches the main change. The PR makes web Pan gestures report zero velocity when the pointer stops before release. The diff adds a velocityAt(time) query to VelocityTracker, a getVelocityAt(pointerId, time) method to PointerTracker, and a stopped-pointer check in PanGestureHandler.onPointerUp. The title is specific, concise, and free of file lists or vague terms.

Issue #4636 requires web Pan release velocity to be zero after the pointer has stopped. VelocityTracker.velocityAt returns zero when release time is more than 40 ms after the newest sample. The immediate and 500 ms releases cover the broad behavior but do not detect an off-by-one error or an incorrect threshold. Add releases at 72 ms and 73 ms. The last move occurs at 32 ms, so these cases verify that velocity remains nonzero at exactly 40 ms and becomes zero at 41 ms.
