Part of #1944 (step 3c, the last preparatory PR). After the split, sync.py must run in a tree with no stacks, and its code must stay the same file in upstream and the fork.

  • SPEC_CHAIN_EXAMPLES names stacks, so it moves to tools/fork_examples.py, which sync.py takes in when the file exists. Without the file, SPEC.md's spec-chain-examples block is not rendered.
  • README's model table measures stacks. sync.py renders it only when README carries the readme-model-limits marker. Where the marker is present, finding no stack to measure is still the refusal it was, so the guard against a resolver that loses stacks holds wherever the table exists.
  • The README.md targets become a named dict, readme_blocks, like spec_blocks.

The missing INTERVIEW.md was already skipped (SKIP INTERVIEW.md (not found)).

Simulated split (scratch worktree: the moving files and fork modules deleted, manifest pruned, both markers removed): sync.py writes SPEC and README, then --check and resolve.py --check are clean.

Local (Git Bash): smoke 35/35, conformance 24 / 0 failed, fork sync 3/3, sync.py --check clean with no diff to generated content on this tree.

No CHANGELOG entry: this changes this repository's tooling only.
