Predbat GoodWe GW29.999K-ETA-G20 Three Phase - Not Charging When Cheap

I am one of the scumbags who have used AI tools to develop a baseline set of configuration documents to set up my Home Assistant connected to Solcast, my GoodWe inverter and batteries and solar panels.

I have had success in getting the services connected and getting predbat to formulate a plan however the issue I am facing is that the battery never nears 100% capacity. It starts to climb but rarely beats 20% then when the Ausgrid demand window arrives I end up having to run from the grid.

I also get 5 minute rounds of state change. Does anyone have ideas?
