What generates /etc/postgrest/generated.env and how does it land in the image?

It's still a WIP so it's not released yet, but a new version of the Admin Api will generate that file.

adminapi_release: 0.124.0

This generation will be triggered by the postgrest-optimizations.service as seen in this PR's changes. The optimization service is required by the postgrest.service on startup:

[Unit]
Description=PostgREST
Requires=postgrest-optimizations.service
After=postgrest-optimizations.service
