chore: bump pgBackRest to 2.60.0 - #2606

The multigres/multigres multipooler image now installs pgBackRest 2.60.0 from PGDG. Replica backups talk to the primary's `pgbackrest server` in the -multigres postgres container, and pgBackRest refuses any version mismatch, so all staging Multigres backups fail (INC-923, MUL-1862). 2.60.0 moved code generation from C to Python: building from a git checkout now runs build/build.py, which imports PyYAML. Add python3 with pyyaml ahead of the base python3 and patch the script's shebang for the sandbox. Python stays out of the runtime closure. Bump postgres_release to .013 (.012 is taken by #2595) so the -multigres image gets a fresh tag. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Pin the multigres input to fb2881efa954, the upstream SHA that multigres-operator f0af817a promoted (the same rev the multipooler image with pgBackRest 2.60.0 is built from), so pgctld in the -multigres image matches what the operator deploys alongside it. Latest Multigres deployment now uses pgBackRest v2.60.0 - misalignment causes backups to fail (already happening on staging)
