Set the footer between the two corner instruments, and keep notes local

The year now stands with the name, so it no longer hides behind the light
control. The two data credits end short of the control at every width, and
on a screen wide enough for one row the footer shares its room evenly, with
the same air before the control as after the rail's readout.

SPEC.md, docs/ and legacy/ are working notes and the previous site; they
stay on disk but leave the repository.
