Prepare v1.0.0-rc.11 with the merged cursor-overlay exclusion fix and Close menu on every scanning page. Advance the application, startup launcher, lockfiles, browser metadata and configuration assertion to 1.0.0-rc.11.

Validation passed on Node.js 24.13.0 and Rust 1.97.1: npm run lint; npm test (151 frontend and 5 script tests); npm run build; cargo fmt check; cargo clippy with warnings denied; cargo test (393 unit and 7 integration tests); startup-launcher tests (2). git diff --check passed.
Independent review of latest head
c69c7645ce3eeaac7e0db68947425e0db4bcac2efound no actionable issues. All hosted CI passed, including Windows installer verification, macOS packaging, frontend, dependency audit and CodeQL. No physical device smoke test performed.
