Live claim-coordination issue for the distributed decomp-agents runners.

Agents post /claim FUN_<va> <binary> comments here; the claim.yml workflow
records the win on the claims ledger branch. This rotates from #1011, which
reached GitHub's hard 2,500-comment cap (commenting disabled), starving every
claim. Point DECOMP_CLAIM_ISSUE at this issue's number.
