Rebuild the original one-script Qiskit prototype into a native CUDA-Q execution guardrail and operations toolkit.
Key changes include fail-closed TOML policies, CPU/GPU/remote target controls, CUDA-Q target discovery and diagnostics, resource-estimation preflight, bounded sync/async execution, tamper-evident JSONL audit chains, credential redaction, backend comparison, guarded GHZ and H2 VQE examples, library integration, packaging, tests, documentation, security guidance, and CI across Python 3.11–3.13.
Local verification: 20/20 tests pass, compilation passes, CLI/static policy checks pass, and public-text hygiene checks pass. The PR CI additionally installs current CUDA-Q and must pass real qpp-cpu GHZ and VQE smoke workloads before merge.
