Refactor build matrix and improve artifact handling

Refactored the build matrix in release.yml to explicitly list OS and architecture combinations in the include section, removing the need for the exclude section. Added if-no-files-found: error to the upload-artifact step to ensure the workflow fails if no artifacts are found.
