Disable debug symbols in Release builds for core projects

Added PropertyGroup to VectraCtl.Core.csproj and VectraCtl.Infrastructure.csproj to disable debug symbols and set DebugType to None for Release configuration, ensuring no debugging information is included in Release builds.
