Rename CLI and docs from VectraCtl to SynCtl/Synentra
Updated README.md to reflect the rebranding from VectraCtl/Vectra to SynCtl/Synentra. Changed all references, commands, configuration paths, Docker image names, project structure, and license attribution to use the new names and repository URLs. All usage examples and build instructions now reference SynCtl/Synentra.

`vectractl` gives you full command-line control over the Vectra gateway: install, run, and update the gateway engine; register and manage AI agents; define governance policies; review and resolve Human-in-the-Loop (HITL) approvals; and exchange agent credentials for JWT bearer tokens — all from your terminal.
