Add static data for PyPI

The legacy chai loaders directory in CHAI gives us a way to load data from Legacy CHAI (as long as you're connected to the DB). The data should be put on s3, so anyone can access it, and it should be loaded for PyPI.

Also note that it should only reflect package to package dependencies, not version to package ones.

Tasks

• Run the script locally for PyPI, and make any changes if needed (like using permalint so we have high quality URLs)
• Upload seed files for NPM / PyPI to s3
