Matches decluttering-card-plus: Developer Reply for the owner, Author Reply for whoever opened the issue, User Reply for anyone else. No label is renamed; Developer Reply is new and the other two keep their names.

Author ReplyandUser Replykeep their names and get new descriptions and colours fromlabels.ymlwhen the sync runs.
