Home Assistant 2026.8 started padding custom panels by the phone's safe area, so on an iPhone the admin panel's bottom bar sat below the home indicator and was cut off. The panel now opts out of that padding and handles the insets itself, keeping the bar on screen above the indicator.

Fixes #1140

Tested on ha-dev through browserless with simulated iPhone insets, and tests/test_panel_safe_area.py covers the registration flag and the inset handling.

Home Assistant 2026.8+ pads custom panels by the safe-area insets. The
admin panel is a 100dvh flex column, so the top padding pushed it a
notch's height past the bottom of the screen and the phone bottom bar
disappeared off an iPhone in the companion app.

The panel now opts out with handle_safe_area (only where the core has
the argument; the 2024.7 floor does not) and pads itself by HA's
--safe-area-inset-* variables inside its 100dvh, with the bottom bar
taking the bottom inset so its background runs to the screen edge. The
More sheet, toast, dialogs and photo lightbox read the same variables,
and the More sheet no longer reaches under the status bar.
