"content distribution" in upstream category is confusing

Distribution of content and data is captured in the Upstream category:

Distribution: digital distribution of content over the internet, network infrastructure such as content delivery networks (CDNs).

I'm unclear as to why this is in an upstream impact, rather than an operational or downstream impact? Transfer of data (i.e. digital distribution) is referenced in both those sections as well.

Data consumed from a supplier’s API, that is external to your organisation, is accounted for in this, the indirect category. Public wired and wireless internet usage does not need to be assessed. Data sent from a service in the organisation’s control service to end users is accounted for in the downstream impacts category.

What does the upstream "content distribution" aim to capture which is not reflected in the other categories, or by other items in the upstream category (network infra)?

I think the answer is embodied emissions vs operational. But we should probably talk through some worked examples to make sure this is clear and easily understood?
