fix: add repo root to pytest path so CI collection succeeds

CI ran the bare `pytest` console script, which unlike `python -m pytest`
does not put the repo root on sys.path, so conftest.py's `import auth`
failed instantly (exit 4) on both Python jobs. `pythonpath = .` in
pytest.ini makes collection invocation-independent. Also bumps checkout
and setup-python actions to their Node 24 versions to clear the runner
deprecation warning.
