Mark as experimental pre-release (0.1.0a1)

Three coordinated signals for an experimental release:

1. Version 0.1.0a1 (PEP 440 alpha pre-release). pip install jet-array
   without --pre will refuse to pick this up; users must opt in with
   pip install jet-array --pre or pin the exact version. Strongest
   "this is not stable" signal pip understands.

2. Classifier Development Status :: 2 - Pre-Alpha (was 3 - Alpha).
   PyPI's project page shows this prominently next to the version.

3. README banner immediately after the title noting the pre-alpha
   status, the jax._src dependency, and the --pre install incantation.
   Install section updated to use --pre.
