CI: drop Python 3.10 from test matrix
JAX 0.7+ requires Python >=3.11. With our jax>=0.8 floor, the 3.10 row of the matrix could never resolve a compatible JAX and always failed at the install step. Bump requires-python to >=3.11 and remove the 3.10 classifier to match. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
