Modernize Folder Sort and Visibility Settings with Jetpack Compose #11723

These changes will rely on the reorganization of the notification and folder settings first, so hold off on them until that work is complete to avoid conflicts and duplicated work.
The Folder Sort & Visibility Settings screen (under Account Settings > General) currently relies on an XML-based layout and PreferenceGroup for its UI. As part of our ongoing modernization and gradual transition to Jetpack Compose, this proposal suggests replacing the existing XML layout and PreferenceGroup with a fully Compose-based implementation.
Migrating this screen to Compose will reduce UI boilerplate, enhance code readability, and bring it in line with the modern Android UI practices already adopted elsewhere in the project.

- Implement the UI using Jetpack Compose.
- Use MVI in Folder Sort & Visibility settings.
- Ensure no regression in functionality.

Closing because we're going to make a new screen using jetpack compose instead of converting part of the old screen. Work will be tracked in this task
